EU PCS Funding Restrictions: The November 1 Grandfathering Deadline Explained
Since May 2026, BESS projects using Chinese-made PCS are ineligible for EU funding. Here is how the grandfathering rules work — and why November 1 matters.
If you manufacture or deploy battery energy storage systems (BESS) in Europe and any project in your pipeline touches EU funding, two dates belong on your calendar: September 1 and November 1, 2026.
What changed in May 2026
Since May, BESS projects using Chinese-made power conversion systems (PCS) have been ineligible for EU funding, including European Investment Bank (EIB) financing. The restriction covers inverter-class equipment across solar, wind and storage — and Commission documents explicitly include PCS used in energy storage systems.
The policy context is security-driven. Following the December 2025 coordinated cyberattacks on more than 30 wind and solar plants in Poland, supply-chain security for energy infrastructure moved decisively from an economic debate to a security one.
How the grandfathering rules work
For projects already in motion, a grandfathering route exists — but the bar is high:
Projects must be "sufficiently advanced for approval" by November 1, 2026, with September 1 reported as the application cutoff. Early-stage projects that could still switch suppliers will not qualify. The regulatory logic is simple: if you can change, you must. Targeted derogations exist for projects delayed by more than a year, or where overriding political or security considerations apply.
One practical caveat: the real test happens in financing due diligence. Always confirm the applicable criteria with your lenders — their internal risk interpretation, not the headline date, decides your project's fate.
Three details that are easy to get wrong
Privately financed projects are not affected — for now. This is a funding restriction, not a market ban. But see our analysis of CSA2 for what may come next. Manufacturing in Europe does not help. Industry bodies have stated publicly that entities deemed foreign-owned or controlled remain restricted regardless of where production happens. The test is ownership and control, not the factory's postcode. Storage PCS is hit harder than PV inverters. Utility-scale BESS depends far more on project finance, and integrated battery-plus-PCS solutions face pressure to be split or re-sourced — against a backdrop of limited mature non-Chinese PCS supply.
What manufacturers should do now
Classify your European pipeline into three buckets — EU-funded, EU-funding-planned, and purely commercial — and start grandfathering assessments on the first two immediately. For post-2027 deliveries, prepare dual PCS sourcing strategies. And recognize that in this environment, your European service and compliance setup is becoming part of your bid, not an afterthought.
